Threat Model + Limits

Read this before you send anything. This page defines what this network can and cannot protect, and what is intentionally not published.

You are not using Tor

Your network provider may be able to see that you connected to The Twilight Conscience. The infrastructure serving this site necessarily processes your web request. Tor can reduce the ability to associate that connection with you, but cannot protect a compromised device. If privacy matters, switch to Tor first.

Core Limits

No web system can guarantee anonymity. Network metadata, device compromise, and provider logs can expose people.

Email is a last resort. Use Signal through a safe device, or choose receipt-only form communication when receiving messages is unsafe.

Public Disclosure Boundary

This project publishes enough information for people to reach help quickly. It does not publish tactical schedules, route logic, response timing, storage internals, or operator verification methods.

If you are looking for implementation details, assume they are withheld by design to reduce targeting and abuse.

What This Network Is Designed For

Access

Low-friction intake

Fast paths to shelter, aid, resources, and reconnection without account-heavy workflows.

Segmentation

Need-specific channels

Separate channels for Homes, Aid, Intervention, Funding, and Stories to reduce confusion and routing delay.

Moderation

Human review

Sensitive submissions are reviewed before publishing or action where that workflow exists.

Fallback

Last-resort contact

Dedicated inboxes exist when forms fail, with explicit risk warnings.

Domestic Abuse — Threat Profile

The threat model for domestic abuse differs from immigration enforcement. The person surveilling you is likely inside your household, not a state agency watching server logs.

Primary risks: shared devices, browser history, account access, location sharing apps, car trackers, and physical observation. Tor helps with the server side. It does not help if someone else can unlock your phone.

If you are on a shared or monitored device: open this site in a private/incognito window, use a device the person does not have access to if possible, and delete this site from your history before you put the device down.

Use Signal only if the account for the complete username (for example, @username.12) or phone number you provide is available on a device only you control. If receiving messages is unsafe, choose receipt-only communication instead. The receipt token grants access to request updates; protect it like a password and do not store it where someone else can find it.

Sex Trafficking — Threat Profile

The trafficking threat model is the most hostile environment this network operates in. The actor controlling you may have your phone, your documents, and your movement. This changes what is safe to do.

Your phone may be monitored. If your trafficker checks your messages, Signal is not safe on that device. If you can access a different device — a library computer, a phone belonging to someone you trust, or a device they do not know about — use it to submit. Choose receipt-only communication if no device is safe for messages, and protect the receipt token because it grants access to request updates.

Document confiscation is a weapon used to create dependency. You have legal rights without documents. In the United States, a T-visa exists specifically for trafficking survivors and does not require immigration status. You do not need your documents to begin a process of exit.

Debt bondage is not legally enforceable. The debt they say you owe is not real. It is a tool of control. You cannot legally be held, worked, or sold to satisfy a debt.

If your movement is physically controlled and you cannot submit freely: the National Human Trafficking Hotline can be reached by text at 233733 — text only, no call required. Use a device they do not monitor. Delete the message after sending.

What is being done to you is a crime. The crime is theirs. The debt is not real. The documents can be replaced. You can get out.

What This Network Cannot Promise

No guarantee of anonymity, legal protection, or immediate response.

No guarantee that channels are always online or staffed.

No guarantee that compromised devices or accounts remain private.

Rules For Safe Contact

1) Use the specific form first (Homes, Aid, Intervention, Donate, Stories).

2) Use Signal only on a safe device. If receiving messages is unsafe, choose receipt-only communication and protect the receipt token like a password.

3) Keep messages minimal. Do not include legal names, IDs, exact location, or travel details unless absolutely required.

4) If a channel is down, check the Status Board before retrying.
